Alabama Department of Natural Resources

The Alabama Department of Conservation and Natural Resources (ADCNR) is the agency responsible for the conservation and management of Alabama’s natural resources.  The ADCNR was established pursuant to Code of Ala. § 9-2-1.  It helps the governor in exercising direct and effective control over the natural resources, state parks, and historical sites of the state.  The ADCNR also manages the public lands and wildlife of Alabama.

The ADCNR is headed by the Commissioner of Conservation and Natural Resources, appointed by the governor[i].  The ADCNR aims to promote the enjoyment of the state’s natural resources with the aid of five divisions under it.  These divisions are:

  • Marine Police – Guards aquatic resources of the state for its recreational and commercial use, and also initiates efforts to preserve it for the future.
  • Marine Resources – Conducts research and enforcement programs to manage and preserve Alabama’s marine fisheries resources.
  • State Lands – Manages undeveloped, state-owned trust lands that are specific as to their identity as well as to the income beneficiary.
  • State Parks – Conducts programs to increase the citizen’s knowledge of the state’s natural environment, acquires and preserves natural areas, and takes measures to maintain and preserve recreational facilities.
  • Wildlife and Freshwater Fisheries – Manages, protects, conserves, and enhances the wildlife and aquatic resources of Alabama with a view to provide continuous and sustainable benefit of these resources to the people of Alabama.

 

The ADCNR has to perform certain functions and duties to protect and conserve Alabama’s natural resources.  The functions and duties that the ADCNR is required to perform are found under the Code of Ala. § 9-2-2.  Its powers are stated under Code of Ala. § 9-2-4.

The following are some of the duties of the ADCNR:

a)      To protect, increase in number, and conserve the wildlife of Alabama and administer laws relating to wildlife protection, conservation, and population increase.

b)      To conduct public education programs on natural resources, state parks, monuments, and historical sites of Alabama with the intent to enlighten the public of the importance of preserving these natural resources.

c)      To conduct surveys and prepare reports regarding the wildlife, state parks, monuments, and historical sites in the state, and to publish such reports.

d)      To maintain, supervise, operate, and control all state lands other than those specifically committed to the use or control of some other department or agency.

e)      To make recommendations to the Legislature, of legislation needed to protect, conserve, and increase in number the wildlife and other natural resources.
