Arizona Department of Natural Resources

In Arizona, the Natural Resources Division (NRD) in the Arizona State Land Department administers all natural resource-related leases, conservation districts and natural resource issues affecting state trust land.  NRD also administers water sales, mineral material sales, water rights administration, dam safety, trespass, recreational permits, environmental contamination, and cultural resources.  NRD was established pursuant to A.R.S. § 37-1011.

The various programs maintained by NRD include:

  • Agricultural Leasing Program-to administer lease and permit for agricultural uses that are issued by the Land Department for state trust lands;
  • Cultural Resources Management Program- to coordinate interagency review of proposed revenue producing trust land use;
  • Dust Abatement & Management Program-to develop and maintain emergency protocol system that facilitates the DNR’s goal to reduce state liabilities associated with potential dam failures;
  • Environmental Contamination Prevention and Remediation Program- to investigate on hazardous or regulated substance contamination of state trust land;
  • Environmental Resources & Trespass Program- to investigate and resolve unauthorized and illegal use of state trust land;
  • Grazing Lease Program –to process the applications for new leases, assignments, renewals, range improvements, land treatments, subleases, pasture agreements and reports of improvement, processing questionnaires, and the grazing rental billing;
  • Mineral Management Program- to encourage the responsible development of mineral resources and management of statewide leasing programs;
  • Water Rights Management Program- to ensure wise use of water resources on trust lands while acting in the best interest of the trust;
  • Rangeland Management Program- to develop coordinated resource management plans for grazing leases;
  • Natural Resource Conservation District Program- to promote a balanced appreciation and awareness of Arizona’s environment; and
  • Recreational Permitting Program- to issue recreational access permits for individual, family, and group recreational activities;

 

Further, the Arizona Game and Fish Department (AGFD) provides for the conservation, enhancement, and restoration of Arizona’s diverse wildlife resources and habitats through aggressive protection and management programs.
